I am honored to serve as Principal of PS/IS 116Q and bring over 23 years of experience in education. I hold a Master’s degree in Education with certifications in School Building Administration and Supervision and Teaching English to Speakers of Other Languages, as well as a Doctorate in Clinical Psychiatry.
Throughout my career, I have worked with students from Pre-Kindergarten through sixth grade in a variety of roles, including English as a New Language teacher, general education teacher, Math Cluster teacher, and Assistant Principal. I am also a New York State–licensed Clinical Psychiatrist and began my professional career working on Rikers Island. While that experience greatly shaped my understanding of student well-being and community needs, my lifelong passion for teaching ultimately brought me back to education—where I have found my true calling.
I look forward to partnering with families as we continue to build a strong, supportive, and joyful school community where every child is seen, valued, and successful.

Principal, PS/IS 116Q
Good afternoon,
I am Dr. Tara Malagoli. As Principal of PS/IS 116Q, The William C. Hughley School, I am truly privileged to stand before you and reflect on the powerful partnership we share with the Greater Queens Chapter of The Links, Incorporated.
This partnership began long before my tenure as principal, and as a transformational leader, continuing this work felt not only important — it felt natural. I am deeply honored to sustain this meaningful collaboration, to be recognized as an honoree, and to be part of what I can only describe as a legacy of impact. What The Links have cultivated at our school is nothing short of transformational.
Because of their dedication and unwavering commitment to service, our students have experienced opportunities that extend far beyond the classroom walls. Through academic mentoring and the creation of the Lunch Bunch resource room, our scholars have received tutoring, guidance, and exposure to college and career pathways. Their Highly E.S.T.E.A.M.ED initiatives and STEM programming — including enriching experiences at the New York Hall of Science — have sparked curiosity and strengthened confidence in science, technology, engineering, the arts, and mathematics.
Yet what makes this partnership truly extraordinary are the moments that inspire our students’ hearts just as much as their minds.
Our scholars had the distinct honor of hearing from a relative of one of the courageous members of the Tuskegee Airmen, gaining firsthand insight into courage, perseverance, and the power of breaking barriers. That living connection to history left a profound and lasting impression on our children.
We were also privileged to welcome Cheryl Wills of NY1, who read and spoke with our students about her book, Emma. She reinforced the importance of knowing one’s heritage, embracing one’s voice, and striving for excellence. Watching our students engage thoughtfully, ask insightful questions, and proudly receive signed copies was truly unforgettable.
Through health initiatives, student recognition, mentorship, and cultural enrichment, The Links demonstrate their commitment to educating and nurturing the whole child — academically, socially, emotionally, and physically.
On behalf of the entire PS/IS 116Q community, thank you. We are not merely recipients of programming; we are proud partners in a shared mission to uplift, empower, and prepare the next generation of leaders.
In acknowledgment of International Women’s Day, I would like to thank Former Superintendent of District 29 Dr. Crystal Bonds for giving me this opportunity because I would not be here if she did not see something in me, to Dr. Nyree Dixon the Executive Director of District 29 for being my guiding light as I navigate through my principalship and to mi mami gracias por tu amor y paciencia.
I look forward to partnering with families as we continue to build a strong, supportive, and joyful school community where every child is seen, valued, and successful.
I remain in service of children.
